As the International Criminal Court (ICC) is rumored to be preparing to issue arrest warrants against several Russians, both Ukraine and Russia have reported inflicting serious losses during violent battles around the eastern city of Bakhmut. Late on Sunday, President Volodymyr Zelensky asserted that more than 1,100 Russian soldiers had died in recent days in the vicinity of Bakhmut, but the Russian Ministry of Defense stated that 220 Ukrainian soldiers had been killed in the previous 24 hours.

Mr. Zelensky also presented a Ukrainian soldier who appeared to have been killed by Russian troops with the nation's highest honor, the "Hero of Ukraine" title. By allowing Ukrainian grain that had been blocked by Russia's invasion to be safely shipped from three Ukrainian ports, the Black Sea grain effort, which was mediated between Russia and Ukraine by the United Nations and Turkey last July, attempted to avert a worldwide food crisis. The agreement expires on Saturday after being renewed for 120 days in November.

China has been seen as an ally by Moscow, but a phone contact between Mr. Zelensky and Mr. Xi would undoubtedly be a victory for Kyiv. The battle for Bakhmut has intensified in recent days, with casualties mounting on both sides. Ukrainian forces have been fighting against Russian-backed separatists in the region since 2014 when Russia annexed Crimea and began supporting separatist movements in eastern Ukraine.
