The Congress was attended by 2300 delegates including military personnel

 The party congress is being attended by 304 representatives from the PLA in total. 

30 of these are representatives from the PLA's Western Theatre Command.

 The theatre command that maintains the border with India is the same one. Nine delegates from the PLA's Red Army division are present at the Party Congress if we further filter these figures. 

 They are referred to as the 6th Division of the PLA in writing. Additionally, they go by the name Red Army informally. 

They've traditionally operated in the border regions close to Ladakh.

China's problems with India are not nearly as serious as they are, say, with America. It's not an easy relationship, though, and it doesn't appear that the unresolved border conflict will be settled any time soon. Tension will always stem from that.
