The Taliban quickly restored control of the nation when Kabul fell in August 2021, creating the Islamic Emirate of Afghanistan. This event marks a turning point in Afghanistan's history. Significant concerns have been voiced about the Taliban's authority following the transfer of power from the former Afghan government. The country’s future has been significantly impacted by the Taliban's shift there and its dynamics. Afghanistan's Taliban administration has had a difficult and ambiguous stance on democracy. From 1996 until 2001, the country was ruled by the Taliban, a militant Islamic organization enforcing a strict interpretation of Islamic law under their prior rule and denied fundamental human rights and freedoms, especially to women and minority groups.  

The impact that concerns most after the return of Taliban into power in Afghanistan, almost after twenty years is that of Afghan’s civil and political rights enshrined in the Constitution which was backed by The U.S. government. The most and worst affected section of the Afghan population are the Afghani women along with numerous human rights violations, intimidation of journalists and press freedom, using government crackdowns, movement monitoring and forced disappearances as some of the tactics used by the militant group.

Despite promises to defend and advance women's rights as well as the rights of religious and racial minorities, the militant group have imposed a strict interpretation of the Islamic law. The now government is having trouble giving the Islamic Emirate enough food and possibilities for employment as they work to transform from an insurgent group to a functioning administration.  This work will analyze the dynamics of its transition and how it will affect the future of the Central Asian country.

The Taliban, also known as "students" in Pashto, first appeared in northern Pakistan in the early 1990s as a result of the withdrawal of Soviet forces from Afghanistan. Expanding their sway fast from south-western Afghanistan they took control of the Iranian neighbouring province of Herat in September 1995, overthrowing President Burhanuddin Rabbani, one of the founders of the Afghan Mujahideen who resisted the Soviet occupation, and took control of the Afghan capital of Kabul exactly one year later. By 1998, the Taliban had about 90% of Afghanistan under their control. Factors contributing to their popularity were significantly due to their ability to eradicate corruption, manage lawlessness, and creating safe spaces for trade to thrive.

But the world witnessed the fall of the regime and the contributing factors to it were mainly due to the United States invading Afghanistan in 2001 and overthrowing the rule of the insurgent group on the context of “War on Terror” following the 9/11 attacks on The United States which was also followed by some global concerns over the Taliban’s support for terrorist groups. Moreover, the resistance movement against the Taliban known as the United Front of the Northern Alliance played a significant role since the Afghan Civil War in supporting the West and its allies.

Following the fall of the regime in 2001, the country went through some significant changes in terms of political and social factors. The Afghan Interim Authority was established as an acting government until the country held its first presidential election in 2004. This was followed by the adoption of a new Constitution establishing a democratic republic and any other significant laws such as human rights, rule of law, declaring Islam as the official religion while safeguarding the rights of religious and ethnic minorities along with rights for women. Also, freedom of expression, infrastructural development, increased access to healthcare and education and the reintegration of former Taliban fighters took place are some of the significant changes.

The reclaiming of Kabul by the Taliban in August 2021 has been considered as one of the biggest intelligence failure since the Tet Offensive in the Vietnam War of 1968. A collapse in the will to fight by the former Afghan government and the Islamic National Army, a more powerful Taliban, rooted corruption, major cultural differences and simply the complexity of Afghanistan in itself are some of the causes of the Taliban returning back to power.

The Taliban’s key strategies and tactics are the ones that helped the militant group to endure itself more on the offensive ground for so many years. One of the main strategies that the militant group uses is the exploitation of the lack in spirit of the international coalition. The Taliban's organisation is tough; it is centralised enough to be effective but adaptable and diverse enough to fit into different environments.

The dispatching of the additional 21,000 U.S. troops in 2009 and their failure in defeating the Taliban in their strongholds in the south and east explains the strength of the militant group. Additionally given the Taliban's momentum, it would take time. As long as the Afghan-Pakistani border was accessible to insurgents, defeating the Taliban would call for at least 100,000 fresh reinforcements. Both the US and NATO lack the financial and human resources necessary to cover the expenditures of such a large scale of reinforcements.  

The IC's and larger western misconception of the Taliban is one of the main factors in the absence of a successful IC strategy. Since the organisation took control of the nation in 2021, the security situation has also gotten worse, and the economy of the country is getting worse as well. According to the UN, about half of the country suffers from severe hunger. According to a report released in May by the International Rescue Committee, an estimated 43% of Afghans only eat one meal a day, and 90% of those polled identified food as their top priority.

Afghanistan is now far more tranquil than it was a year ago, but there are still some areas of violence that, if not properly controlled, might lead to greater instability. This is the evolving image of Afghanistan's security environment under Taliban administration. The Taliban's own shifting force posture, which has evidently softened across most of the nation, is a crucial aspect of the new environment. Because the Taliban lack the manpower to maintain them and do not see any significant threats from the remote communities that housed their members throughout the decades-long war, hundreds of checkpoints on roads and highways have been removed. For a very long time, China has positioned itself as a strong supporter of Palestinian rights. The Chinese government has publicly backed the creation of a Palestinian state with full sovereign rights and has continuously denounced Israeli acts that jeopardise the chances for peace. China is also seen as a champion of justice and a supporter of human rights in its rhetoric. Financial and political support has been given to the Palestinians in a number of international forums, including the United Nations. It has repeatedly supported resolutions that criticise Israeli settlements and support Palestinian self-determination. Moreover, China has provided the Palestinians with financial assistance, funding both humanitarian aid and infrastructure projects. Many people believe that China's stance on the Palestinian question reflects its larger foreign policy stance in West Asia to counter the United States, which places an emphasis on non-interference, respect for sovereignty, and assistance to the Global South.

 China’s Double Standards: Blind spot for Palestine

China has traditionally supported the creation of a Palestinian state alongside Israel, with East Jerusalem serving as its capital, as part of the two-state solution. It has advocated for a peaceful negotiating process to reach the two-state solution as a means of resolving the Israeli-Palestinian issue. China has helped Palestine economically by funding infrastructure projects, providing humanitarian relief, and lending a hand financially. It has aided in the construction of Palestinian institutions and infrastructure, including power plants, hospitals, and schools. China sees stability and growth in Palestine as being essential for a long-term peace process, so it is supporting Palestine economically.

In Xinjiang province, the Uighur population is subjected to extensive monitoring, with the Chinese authorities using cutting-edge technology to keep an eye on every aspect of their lives. To crush dissent and repress religious expression, predictive policing techniques, facial recognition technology, and DNA collecting are used. Uighurs who reside outside of Xinjiang are likewise targeted; their passports are seized, and their families are closely monitored. The pervasive use of forced labour in Xinjiang, particularly in the cotton and textile industries, has been made public by numerous reports and investigations. Workers from the Uighur ethnic group are allegedly exposed to abusive working conditions and pressured to give up their cultural and religious practises. Additionally, reports of forced sterilisations and limitations on Uighur birth rates, which represent a serious violation of reproductive rights, have surfaced.  

On the last day of his four-day “Strategic Partnership” visit from China, Mahmoud Abbas, the president of the Palestinian Authority, endorsed the Xinjiang provincial policies of the Communist Party of China.  In the joint statement, Abbas said that China's activities in Xinjiang have "nothing to do with human rights" and are intended to fight terrorism and extremism rather than promote human rights. He also emphasised the Palestinians' objection to interfering in China's internal affairs exploiting the Xinjiang issue.

China Seen Posturing, Palestine Prioritising National Interests

In terms of advancing [its] international position or future trade and other economic ties, China's goals in Israel-Palestine and the area more generally are essentially transactional rather than ideological. The same is true for Mahmoud Abbas and other regional leaders, for whom China serves as a significant check on the US. It is claimed that China's overtures and Abbas' travel to China are mere posturing meant to improve China's reputation internationally and criticise the Biden administration's handling of the Palestinian issue. The visit by Abbas fits into China's larger plan to gain influence over Israel and fortify its position in West Asia, according to Ghulam Yaghma, the head of the East Turkistan Government in Exile in Washington. The Xinjiang Uyghur Autonomous Region of China is also known as East Turkistan.

The Belt and Road Initiative, which seeks to achieve global economic and political domination, is crucial to China's stated strategic objective, which is to "strengthen its position among the Arab world and gain dominance in the Persian Gulf." Salih Hudayar, the prime minister of the East Turkistan Government in Exile in Washington, believes that China's assistance to the Palestinian cause is an intentional ploy to draw attention away from its own occupation and purported genocide in Xinjiang. China's assistance to the PLO and the Palestinian cause "serves as a smokescreen to conceal the Chinese occupation and genocide carried out in East Turkistan”. Palestine adamantly rejects any meddling in Chinese internal affairs that uses Xinjiang-related problems as an excuse. The Palestinian Authority also affirmed its support for China in relation to Taiwan and Hong Kong in the statement, recognising Xi's administration as the "only legal government representing the whole of China." Even senior Palestinian officials believe that the upcoming state visit to China by the president of the Palestinian Authority is more about enhancing Beijing's reputation on the international scene than it is about making a meaningful effort to restart the Israeli-Palestinian peace process.

Palestinians would have good cause to assist the Uyghurs, but supporting China is in their best interests as a nation. The Palestinian Authority is increasingly dependent on China and is in need of Chinese resources, including money and technology, as well as assistance on the global stage. Palestine's interests are not aligned with the Uyghur problem.  Therefore, the national interest of Palestine is the main consideration here. The advantages of cooperating with China exceed the advantages of aiding the Uyghurs. Despite the fact that the Uyghurs are Muslims, in situations like this, they do not place a high importance on the Uyghur issue. Meanwhile, in an effort to challenge American dominance in West Asia, China has been luring Arab nations closer to itself.

China is attempting to establish itself as a dependable partner in resolving regional difficulties by playing a brokering role in a peace agreement between Israel and Palestine. If the Chinese are able to make some progress on this matter, that would do a great deal to convey to regional players the advantages of cooperating with Beijing rather than Washington when it comes to sensitive diplomatic files in the region. Palestine, which perceives itself as being at a disadvantage in its confrontations with Israel, would put its faith in China as a mediator in peace talks rather than the United States, which is a staunch ally of Israel.  This comment from Abbas will disappoint the Uyghurs, but the Palestinian leadership must be realistic in its interactions with other nations.

The maritime realm is essentially where the geopolitical fault lines of the twenty-first century are being played out. For instance, China is constructing a vast navy, to the point where it has alarmed the entire world, especially those nations nearby like India or Japan, due to the ongoing dread of the international order's rules being challenged and disturbed. The field of maritime security is becoming increasingly sophisticated throughout the world in the first decade of the twenty-first century.

The most important infrastructure in the maritime domain is the islands, artificial or natural ones. Coco Islands is one such island which is located to the north east of the Bay of Bengal. They belong to the Yangon region of Myanmar. The islands are 414 kilometers (257 miles) south of Yangon. There are five islands in the Coco Island group: four are on the Great Coco Reef and one is on the Little Coco Reef. Preparis Island, which is a part of Myanmar, located to the north of this collection of islands. Landfall Island, which belongs to India, is located to the south.

These islands have historically been a part of the British Crown's Indian Ocean Islands. The Coco Islands joined Burmese territory after S12 bhumi split from India in 1937, although the remainder of the Andaman and Nicobar islands remained under the control of the Indian British Empire. Due to their strategic and vital importance, the Japanese took control of them during World War II.

Despite being close to one of the busiest maritime chokepoints on Earth, the Andaman and Nicobar Islands (ANI) are some of the world's most neglected maritime terrain. When talking about global geopolitics and trade, the Strait of Malacca dominates the conversation. The importance of Singapore, Malaysia, and Indonesia as littoral states is well known to all observers. India basically serves as a fourth littoral state because it owns the ANI, but far too few people are aware of this. India now has the power to control traffic in the Strait of Malacca thanks to the Andaman and Nicobar Islands. It is located around 1,078 kilometers to the northwest of the strait's western exit.

The US 7th fleet, an aircraft carrier commanded by the USS Enterprise, was sent into the Bay of Bengal exactly 45 years ago in December 1971 by the United States to stop India from engulfing Pakistan. It has since become one of the most influential and fascinating players in the Indo Pacific. The United States would considerably strengthen its power in the ongoing strategic battle with China if it could take use of its growing strategic cooperation with India and the use of the Andaman and Nicobar Islands. The Great Coco Island has long been the focus of rumours of conspiracies, but now there may be good reason to be concerned about it. The Bay of Bengal's Coco Islands, which belong to Myanmar, have long been the focus of geopolitical intrigue. The most frequent charge is that Myanmar has permitted a Chinese signals intelligence facility on the archipelago since the early 1990s. The most significant Chinese electronic intelligence post in Myanmar [Burma] is the marine reconnaissance and electronic intelligence station on Great Coco Island in the Bay of Bengal, some 300 km south of the Burmese peninsula. North of India's Andaman Islands, in the Alexandra Channel between the Indian Ocean and the Andaman Sea, the Chinese Army is also constructing a facility on Small Coco Island.

Prior to the most recent construction, the Coco Islands had a sizable amount of land reclamation in 2017, which resulted in the enlargement of the Coco Island airstrip from 1,300 meters to 2,300 meters, with the option of going even farther to 2,500 meters.  On the Coco Islands in Myanmar, which are 55 kilometers north of India's tri-service base at the Andaman and Nicobar Islands, there is evidence that the country's Signals Intelligence (SIGINT) capabilities are being bolstered. Controlled by Myanmar, the People's Republic of China (PRC) is helping to build the Coco Islands base, which is accessible to Chinese military troops, particularly technical staff from the People's Liberation Army Strategic Support Force (PLASSF).

Due to Myanmar's international isolation, Beijing and Naypidaw have a very strong bilateral relationship. In exchange for weapons, facilities for the production of arms, and new military gear, Naypidaw offers shore and off-shore facilities for the establishment of Chinese intelligence, surveillance, and reconnaissance (ISR) facilities. In addition to the Great Coco Island, Chinese SIGINT facilities have also been established on the Ramree Island off the coast of Arakan, the Hangyii Island facility at the mouth of the Irrawaddy Delta, at Monkey Point in Rangoon, and on the island of Zadetkyi Kyun on the Kra Peninsula. Since the beginning of the 1990s, the Chinese have maintained a sizable tri-service base in Irrawaddy.

The contemporary geostrategic significance is still very important. The issue arises when it is supposedly stated in some sources that China has leased several of the Coco group's islands and that Chinese military are constructing bases and other infrastructures around it.

The Indian Navy, as well as other vital strategic facilities and the movements of Indian forces in the eastern Indian Ocean, can all be observed from these islands, which is a major reason for concern for India. Great Coco Island has long been thought of as a prime location for spying on Indian military activity because it is only 55 kilometers north of Andaman & Nicobar Island. A somewhat "non-existent Chinese intelligence post, the Bay of Bengal may soon have to contend with an airbase hosting Myanmar's air force," according to rising development activity on the island. While Myanmar is not a strategic threat to India, the Junta's isolation from China and reliance on it for its economic survival may make it susceptible to pressure from Beijing.

With these recent developments in the Coco Islands, the People’s Republic of China has stepped up its Indian Ocean policy. Finding out China's intentions would be a perilous and challenging task, but under Xi Jinping, Beijing has demonstrated a predilection for taking risks along with a rising self-perception that its capabilities allow the Chinese military opportunity to test and probe the redlines of opponents.

The PRC's most recent build-up in cooperation with Naypidaw only strengthens the PRC's minatory military presence in close proximity to a crucial Indian military base on the island of Andaman and Nicobar that houses all three of India's armed services under a single unified command. Chinese troops are already stationed on Indian-claimed territory. The development of further Chinese military facilities on the Coco Islands demonstrates Beijing's military aspirations go far beyond its territorial claims in the Western Pacific, the South China Sea, the East China Sea, and Taiwan.

Regardless of China's intentions, it is now abundantly clear that Beijing sees a chance to limit India's maritime responses in the event of a war by projecting its military might through the development of infrastructure and intelligence gathering. In order to convince the military junta that Myanmar's Coco Island territory, or for that matter any other part of Myanmar's territory, cannot be used to stage and carry out military operations by the Chinese against Indian territory and against Indian off-shore and on-shore military base facilities, New Delhi must intensify its pressure on Naypidaw.

The Coco Islands' function as a SIGINT gathering station that has undergone significant enhancement with Chinese aid would provide issues for India's tri-service command at the Andaman and Nicobar even if it does not act as a staging ground for Chinese naval, aviation, or amphibious missions against India. In order to strengthen its defences against the Chinese military, New Delhi will need to assess the effectiveness of the current capabilities at the Andaman and Nicobar.

Even if it doesn't serve as a staging area for Chinese naval, air, or amphibious missions against India, the Coco Islands' role as a SIGINT gathering site that has undergone significant upgrading with Chinese assistance would present problems for India's tri-service command at the Andaman and Nicobar. New Delhi needs to evaluate how well the A&N's current capabilities are working in order to bolster its defences against the Chinese military.
